Without a site for visitors to land on, both optimisation and ads spend money for nothing. A package has a defined scope and a fixed price, so you know what you get before the work starts.
Website developmentSearch traffic is not paid for per click, but it has to be waited for. That is why it starts early, ideally while the site is still being built, when half the work solves itself.
Search engine optimisationAds work from day one and stop the same day you switch the budget off. They are used when traffic is needed immediately, or to cover the months before optimisation takes hold.
Google Ads campaignsThe line is drawn by the type of work, not by the subject. Everything on the left is configuration and assembly on a ready-made platform, at a price known in advance. Everything on the right is code written to order, priced per project.

If you bought a package and then need something the platform cannot do, that belongs on the programming services page. If you already have a site and want a single feature built, a package is not what you need.
I build sites on two platforms: the NoEmStilOK CMS, which I wrote myself, and the Dozet WordPress theme, derived from Twenty Twenty-One. My own CMS carries no hundred third-party plugins, the usual entry point for mass attacks, and no dependencies that one day stop being maintained. That is the difference between a site that was built and a site that was assembled.
